rise. houston opened a second mega shelter to hold 10,000 people. meanwhile, all this rain is putting a strain on infrastructure. two dams, reservoirs that protect houston, banks started to spill over, despite the fact that army corps of engineers continues controlled release of water. nine are confirmed dead. we know one of them is a houston police sergeant who was driving to work when his car apparently became overwhelmed by flood waters. they recovered his body yesterday. many more remain missing. officials fear the death toll will climb as they begin to get into some of the homes as they shift from rescue efforts to recovery efforts in the coming days. aaron, angie? >> thank you, sarah. 6:03. brand new video from houston where curfew

once, and mixing what you give because the need is so wide ranging and great. already as you saw, donations are coming into houston. we saw blankets, clothing, other items are coming in. that's good. but there's more that is needed on the ground. red cross is accepting blood and money donations. call and check in with red cross on where to give blood. also the red cross is taking in credit card and paypal donations online. you can even text in your donation as well. meantime, city of houston set up a victim relief fund. you can give to them in several ways, including credit cards, checks and money order. of course, the big impulse here back live, you want to give closing, food, blankets, that can be a heart felt gift but overwhelming if people do it. it arrives on the ground, can be hard to manage. a lot of it often g

woman was leaving heaven and hell on 18th street. she said she accepted a ride from a guy she met at the bar. she told police she repeatedly asked the man to let her out of the car and he wouldn't, he refused. it wasn't until she told him she had to go to the bathroom somewhere that she was able to get out and escape. police arrested toby maddow park and charged him with kidnapping. we know it will get worse before it gets better, but there's good news for those that like to cross the chesapeake bay. there will be an extra lane on the severn river bridge. construction is about to ramp up. larry hogan will announce the design phase is done, so crews can get to work by beginning of next year, that ride should be better for everybody. 6:09. battering the beach. ocean city hit hard by yesterday's storm. we'll show you what to expect if you're headed there for

charlottesville is in custody. richard preston appeared in a baltimore court monday. aclu released video that shows a man at the rally shouting the "n" word at someone before firing off a shot. preston can be transferred to virginia at any moment to face charges. breaking news at the live desk. a wildfire in northern california is burning out of control. this is buke county. this is moving fast, burning 200 acres in two hours. what's really bad right now is that despite trying, firefighters have absolutely no handle on it. the fire is zero percent contained. calling this the ponderosa fire, fighting it from above and on the ground. evacuations are going on as we speak. we'll watch it. back to you. >> dire situation there. thank you. 6:16. takes courage to try

transit police put out of the suspect that transit police describe as something they really have never seen before. then we have surveillance video from the incident on board a bus that shows this woman. transit police say she actually relieved herself in a cup. and went up to the bus operator and did this. there was apparently nothing that sparked this incident, it was some sort of random occurrence. transit police trying to put two and two together to figure out why this happened in the first place. i have to tell you, the x2 bus i'm on has a sordid history. it's had its share of incidents over the years. not completely shocking to transit police that would happen on this bus line, but if you look up here, they have shields that try to protect the bus pray tore from people when that happens. not all the time do shields make a difference, in this case it didn't.

breaking news. harvey made landfall again. this tropical storm is now moving into and over louisiana. the trouble is not over for texas just yet though. take a look at storm team 4 radar. you can see harvey unleashing heavy rain and strong winds, made landfall near cameron after 5:00 this morning, not far from texas state line with louisiana. meanwhile, the houston area is still under an overnight curfew. it has been lifted in the last bit because people had been looting abandoned homes and stores. at least nine people died. t the stadium can hold thousands of people. later this morning, we will learn new information on federal response to the

fema officials will have a briefing at 9:30 from here in d.c. we have team coverage tracking harvey. news4's justin finch will share local efforts and how you can help. but we begin coverage on the texas coast. we are tracking harvey now to see impact in galveston, texas. and that's where we find news4's sarah dollof live. i know rescue efforts are still under way there. >> reporter: still on-going at this hour, aaron and angie. it seems to never stop. once these people are rescued, city workers are scrambling to make sure they have somewhere to go. 17,000 people so far checked into red cross shelters, a number that will surely rise. they have opened that second mega shelter. people continue to go to dallas for their shelter there, and louisiana is offering to take people in. all of these days of rain, historic rain, put a strain on infrastructure.

downtown houston are currently spilling over, even as workers continue to release water from them. at least nine people are reported dead, including a police sergeant who drowned in his vehicle on his way to work. many more remain missing. officials say for now, efforts remain focused on rescues, but they will switch to recoveries in the coming days. >> sarah dallof live in dallas, thank you. storms like this remind us not to take simple things for granted. amelia draper is in texas, showed us how hard it is to find food. look at this line outside a grocery store in webster, texas. people waited more than two hours to stock up on basics. back at the hotel, she sat down with coast guard lieutenant to talk about what flying during harvey has been like. >> it has been weather like i've never seen, flying through, torrential downpours, limited visibility. noee

radar to track the storm and remnants of harvey. this story will make you think twice next time you meet someone new during a night out. a woman says a man kidnapped her and drove her all around town. this started in the early morning hours of august 19 when she was leaving this place, heaven and hell on 18th street. she said she accepted a ride from a guy she met at the bar. told police she repeatedly asked the man to let her out of the car. but he refused. it wasn't until she told him she had to use the bathroom in hyattsville she was able to escape. police made an arrest. toby maddow park is now charged with kidnapping. new this morning, we all know how heavy traffic can be if you try to get to the bay bridge, but it's going to get better, they say. crews putting an extra lane on the severn

the weekend forecast. >> hey chuck, yes. at least the first half of the weekend looks to be impacted by remnants of harvey, not the entire weekend forecast. that's the good news. temperatures take a swing by end of the week. look at this. tomorrow in the mid-80s, normal for this time of year, friday, saturday, we are dropping into the low 70s for daytime highs. saturday we see remnants of harvey locally. if heading to the beach, looking at cape may new jersey, rain chances are high saturday from remnants. 74. early chance sunday, clearing monday. maybe scattered showers, improvements through the day. ocean city, much of the same saturday, the remnants of harvey get to the coastline, then on sunday, starting to pull away. 78 degrees with improvements in the afternoon. by monday, sunny and 79. a little farther south, virginia beach, temperatures in the 80s. similar forecast to sunday and
